The mule deer population in Utah currently stands at about 75% of management objective from a statewide standpoint.  Individual units vary as to percent of objective.  The Division of Wildlife website as well as the Big Game Proclamation has a good deal of information on individual unit status.

Steady increases in deer numbers have occurred since the devastating losses during the winter of 1992-93.  Recent drought years have somewhat curtailed deer productivity and have resulted in only a small increase in year 2001 compared to 2000.  Hunting opportunity should be comparable with that of a year ago with some increases noted in percent of bucks and mature bucks in many of the state's units.  For purposes of general season muzzleloader and any weapon deer hunting the state is divided into 5 regional hunt areas with the exception of archery where permits are valid statewide in general season units.
